Well connected nodes Giurgiu - Borovo to TEN-T transport network

What’s the goal?

The common challenge approached by the project is to improve the accessibility and mobility to the TEN-T network and thus to create suitable conditions for sustainable development in the border area.

When is it happening?

Duration: 53 months. The project was included on the list of un-finalized projects, according to the provisions of the Romanian Government Decision no. 36/2023, following the decision of the Monitoring Committee of the Interreg V-A Ro-Bg Programme, the finalization date of the project being establish on 31.08.2024.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: - Modernized transport infrastructure providing access to the TEN-T network (Total length of reconstructed or upgraded roads 11.73 km.);

- 2 joint mechanisms to facilitate the connection of secondary/tertiary nodes to TEN-T infrastructure

Programme results: Cross border population served by modernized infrastructure leading to TEN-T – more than 20,877 inhabitants.

Project status

Current Project Status:

The implementation period of the project ended on 31.12.2023, but because of delays registered in the investment activity of LB, the project was included on the list of un-finalized projects with a new completion date set on 31.08.2024. The project was finalized on 31.08.2024.

The main investment of the project was the modernization of 7.41 km of road in Giurgiu within the investment activity „Modernization of DJ 601: Bolintin Vale – Malu Spart DN61, km 13+685 – km 14+184 and km 22+263 – km 29+ 180 (221)”, for which BL was responsible. BL completed the construction works on 23.05.2024, while the reception upon completion of the works took place on 10.07.2024.

The second investment of the project was the modernization of 4.32 km of street network in Borovo, which was carried out by B2. B2 completed the construction works for the modernization of 5 streets in Borovo on 14.12.2021.

B2 had elaborated the study „New opportunities for traffic management and traffic safety measures in Giurgiu-Borovo area”. The study examined the state of transport infrastructure in the cross-border region, identified affected areas, made a SWOT analysis of the current situation, a risk analysis related to optimizing transport conditions in the cross-border region Borovo - Giurgiu, review of applicable regulations in Bulgaria and Romania defining the institutional responsibilities of the authorities regarding transport conditions and traffic safety by analyzing their role in the whole process.

The interactive map developed within the project is available in Bulgarian, English and Romanian, contains the locations of the black spots and can be accessed at https://w-ten.info/?ait-items=blackspot-locations&lang=en. The application is available for free on Google play and App store under the name “Borovo Blackspots”. The application allows a user to report a new accident, it also promotes important touristic objectives, which can be visited by potential tourists coming to the area, and it promotes the rules of traffic safety.

B2 elaborated the Traffic Management Plan and purchased equipment on his behalf for the traffic monitoring system in order to realize a functional information system for traffic monitoring. In addition, LB purchased equipment for the traffic management system and put it onto operation on 23.11.2023. The Joint traffic management system developed by the project’s beneficiaries is functional and can be accessed at https://wtentraffic.eu/.

Within the project were organized the following events:

- 2 Conferences “New opportunities for traffic management and traffic safety measures in Giurgiu-Borovo”, one in Borovo on 24.11.2023 and one in Giurgiu on 27.11.2023.

- The Workshop „How to improve the traffic safety measures within the Giurgiu - Borovo cross-border area?” on 24.11.2023 in Borovo.

- The closing press conference on behalf of B2 took place on 11.12.2023 in Borovo with 50 participants.

- B2 implemented also the traffic awareness activities on 24.11.2023, respectively 11.12.2023, and developed the promotional materials (leaflets, posters).

- The closing press conference on behalf of LB took place on 13.08.2024 in Giurgiu with 47 participants.

"Developing common tourism products and rehabilitation of cultural heritage",

What’s the goal?

To promote the cross-border region of Silistra and Călărași as a tourist and cultural destination by developing the cultural infrastructure and creating attractive tourist packages.

What’s the budget?

1,499,992.54 euro, out of which 1,274,993.65 euro ERDF

Who is doing it?

Lead Beneficiary (LB): Silistra Municipality

Beneficiary 2 (B2): Territorial Administrative Unit – Călărași County

When is it happening?

Start date: 08.08.2018

End date: 31.12.2023* (due to problems with the executed works at LB’s level the project was included in the list of un-finalized projects, following the decision of the Interreg V-A Ro-Bg Programme Monitoring Committee no. 313/14.11.2023 with the envisaged finalization date in December 2024).

Duration: 76 months and 24 days;

Where is it happening?

Calarasi (Romania)

Silistra (Bulgaria)

How is it going to happen?

  • Rehabilitation of the building of the Art Gallery owned by Silistra municipality;
  • Rehabilitation of the old building known as “Demetriade House” in Călărași;
  • Joint strategy for tourism development;
  • Tourism products and services;
  • Touristic route “The cultural heritage of Old buildings in Silistra-Călărași;
  • Website;
  • Information and publicity activities.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 3 integrated tourism products/services created, 1 strategy for valorizing the cultural and natural heritage

Programme results: increase of the number of overnights in the CBC area with 2.000.

Project status

The implementation period of the project ends on 31.12.2023, but it was included in the list of un-finalized projects, according to the provisions of Romanian Government Decision no. 36/2023, following the decision of the Interreg V-A Ro-Bg Programme Monitoring Committee no. 313/14.11.2023. The new project completion date is 31.12.2024.

LB - Municipality of Silistra - completed the works for the Silistra Art Gallery, but due to some non-conformities in the execution of the artistic elements made on the roof of the Art Gallery, LB signed another contract for the execution of the roof elements, the deadline set by the Programme for their completion being 31.12.2024.

B2 - Călărași County Council - the execution of the investment objective “Rehabilitation of the old building known as“ Casa Demetriade” from Călărași” has been finalized. The reception of the works has been done on 05.04.2022.

The strategy for valuing the cultural and natural heritage has been finalized, being available on the website of both beneficiaries:
